State of siege
[edit]This article never mentions that Pacheco used the guerillas as justification to impose a state of siege which he then misused. He repeatedly violated the spirit and letter of the constitution. Beware, article is politically biased
[edit]This article is politically biased and not well referenced. There were many reasons for the labor strikes in Uruguay in the early sixties; they were internally generated, not by Soviet influences. Rather, Pacheco used the fear of Soviet influences to justify the State of Emergency and repressive measures. The citation given is an article by a politician (Sanguinetti), not scholarly or unbiased. I cannot fix this myself, but someone needs to go through and correct it using proper historic materials, e.g. "Historiai Contemporanea del uruguay" by Gerardo Caetano and Jose Rilla.
